Stuck with a hook - songwriting

I have been writing songs since high school. I am 39 now. I am a Gospel/Contemporary Christian singer and producer. I play trumpet and piano (play to write), so I never have problems coming up with music or melodies. I can easily come up with a catchy hooks to whatever melody I have, but then I get stuck here a lot. I have probably a dozen or more song ideas that where never fully develop because I could get past this stage. Now I have sat down and written songs from start to finish, music, lyrics, everything, but that's not usually the norm.

Any ideas????

HOOKS

I keep a hook book with me I write down fragments such as what you are speaking about.
Lines, Ideals, Hooks, For example I was driving past a old house in Tennessee and I saw a hand painted sign out front that said ( Beauty shop and VCR repair ) I later wrote a song called Iva Dean's Beauty Shop and VCR Repair.
the chorus goes like this ...

at Iva Dean's beauty shop and VCR repair
You can get your heads cleaned and ajusted
While Iva cuts your hair.
catch up on local gossip
and the price is always fair
atIva Dean's Beauty Shop and VCR Repair.

I hear a commit on the radio or hear some one say something like(When you get to the crossroad) I wrote a song from that commit.
