How My Songs Come Together

My songs almost always begin with a chord progression. After I find a pleasing set of chords that cycle back around to the start (cleanly and logically) I'll try to come up with a complementary and somewhat contrasting second section. That first set of chords I come up with
is almost always the chorus or "hook". Over these chords I'll start to sing some words in a smooth, flowing manner.
For me, the story writing comes near the end of the process; your method may and can be different.
Now that you have a start - the work begins. Don't be afraid! My way is really but one way (of many) to write a song. For me, I'm comfortable with working on a few elements of a song (hook, melody, lyrics, etc.) at the same time. Keep writing; find a way that suits you, as all the great writers have done. Have fun and keep doing what you love.
